Website Development & Software Engineer

Victor is a member-owner of RadiateSF, offering services in Website Design and Development, as well as Software Engineering. He holds a bachelor’s degree in Computer Science from the University of California, Irvine and is drawn to the problem-solving approach that programming requires. Victor has worked with non-profits and university departments, using his technical skills to build tools, streamline processes, and support mission-driven teams in doing their best work.
As a DreamSF Fellow at the Office of Civic Engagement and Immigrant Affairs, he served as a Data Analyst Assistant. There, he designed a custom heatmap for the Community Ambassador Program to visualize engagement across San Francisco neighborhoods—a project that helped spotlight the program’s impact and was shared with city officials.
Victor is recognized for his work in Web Development, Data Visualization, and building accessible, people-centered technology. Through RadiateSF, he’s excited to continue growing his skills in no-code website design with platforms like Webflow and custom front-end development using modern web technologies.
Born in Jalisco, Mexico, Victor immigrated to the U.S. at the age of two. Raised in the Bay Area, he credits his community and local educational opportunities for helping shape his path to college and tech. Outside of work, Victor enjoys going to the gym, hiking Bay Area trails, and spending time with friends and family. When he’s not coding, you might find him in his garage perfecting his craft as a self-taught barber.
